Definition: إدارة الكوارث
تنظيم تدابير وتخطيطها وتطبيقها من أجل الاستعداد للكوارث والاستجابة في حالة وقوعها والتعافي من آثارها.
توضيح: قد لا تفضي إدارة الكوارث إلى درء الأخطار أو إزالتها تماما؛ إذ إنها تركز على وضع وتنفيذ خطط التأهب وغيرها من الخطط للحد من آثار الكوارث و”إعادة البناء بشكل أفضل“. ويمكن أن يؤدي عدم وضع وتطبيق خطة إلى حدوث خسائر في الأرواح والممتلكات وإلى فقدان الإيرادات.
وأحيانا يُستخدم أيضا مصطلح ”إدارة حالات الطوارئ“ باعتباره مرادفا لمصطلح إدارة الكوارث، لا سيما في سياق الأخطار البيولوجية والتكنولوجية وفي حالات الطوارئ الصحية. ورغم وجود درجة كبيرة من التداخل بين المصطلحين، يمكن أن تحيل حالة الطوارئ أيضًا إلى أحداث خطيرة لا تفضي إلى اضطراب شديد في سير الحياة داخل بيئة أو مجتمع.

About the terminology
The Open-ended Intergovernmental Expert Working Group on Indicators and Terminology (OIEWG) relating to disaster risk reduction was established by the General Assembly in its resolution 69/284 for the development of a set of possible indicators to measure global progress in the implementation of the Sendai Framework for Disaster Risk Reduction 2015-2030, coherent with the work of the Inter-Agency and Expert Group on Sustainable Development Goal Indicators. The report was adopted by the United Nations General Assembly on February 2nd, 2017.
promotes a common understanding and usage of disaster risk reduction concepts and to assist the disaster risk reduction efforts of authorities, practitioners and the public.
