Definition: المتضررون
هم الأشخاص الذين تضرروا من حدث خطير، سواء بصورة مباشرة أو غير مباشرة. والمتضررون بصورة مباشرة هم الذين عانوا من إصابة أو مرض أو آثار صحية أخرى؛ والذين تمّ إجلاؤهم أو تهجيرهم أو نقلهم أو تعرضوا لأضرار مباشرة لحقت بسبل عيشهم وأصولهم الاقتصادية والمادية والاجتماعية والثقافية والبيئية. أما المتضررون بصورة غير مباشرة، فهم الأشخاص الذين عانوا من عواقب، غير الآثار المباشرة أو بالإضافة إليها، مع مرور الوقت بسبب وقوع خلل أو تغييرات في الاقتصاد أو البنية التحتية الحيوية أو الخدمات الأساسية أو التجارة أو العمل أو عانوا من عواقب اجتماعية وصحية ونفسية.
توضيح: يمكن أن يتضرر الناس بصورة مباشرة أو غير مباشرة. وقد يتعرض الأشخاص المتضررون لعواقب قصيرة المدى أو طويلة المدى في حياتهم أو سبل عيشهم أو صحتهم وفي ما لديهم من أصول اقتصادية ومادية واجتماعية وثقافية وبيئية. وإضافةً إلى ذلك، يمكن اعتبار المفقودين أو القتلى من المتضررين بصورة مباشرة.

About the terminology
The Open-ended Intergovernmental Expert Working Group on Indicators and Terminology (OIEWG) relating to disaster risk reduction was established by the General Assembly in its resolution 69/284 for the development of a set of possible indicators to measure global progress in the implementation of the Sendai Framework for Disaster Risk Reduction 2015-2030, coherent with the work of the Inter-Agency and Expert Group on Sustainable Development Goal Indicators. The report was adopted by the United Nations General Assembly on February 2nd, 2017.
promotes a common understanding and usage of disaster risk reduction concepts and to assist the disaster risk reduction efforts of authorities, practitioners and the public.
