The course provides in depth orientation on disaster risk reduction concepts and guidance, including the Hyogo Framework for Action (HFA), as well as understanding the key aspects and activities of response and recovery. The course builds upon participants’ existing knowledge base so they can relate disaster risk reduction issues in practical terms to their day-to-day work responsibilities. The course will also allow participants to apply practice to a case study or a simulation exercise culminating in a group project and presentations at the end of the course. Objectives Establish a common understanding of the tenets on which lie the foundations of disaster risk reduction (DRR). Develop a better understanding of preparedness, response and recovery as integral to disaster risk reduction. Illustrate the role of different stakeholders in DRR, the integrated nature between the sectors in DRR and the importance of coordination between stakeholders. Introduce and discuss the already put in place mechanisms for reducing disaster losses and risk management, focused on the region of South-Eastern Europe. Present and discuss the concepts and guidance of Hyogo Framework for Action (HFA) as well as the implementation and follow-up to the strategic goals and priorities for action 2005-2015. Introduce and examine the International Strategy for Disaster Reduction (UN-ISDR) system and its relevance to participants practice areas in DRR. Build a network among the participants by sharing the experience, existing know-how and team building. Outcomes Knowledge and Understanding Increased knowledge of key concepts, terminology and principles for disaster risk reduction and its link to sustainable development. Common knowledge base established that applies to multi-sector and multi-dimensional nature of disaster risk. Increased appreciation of how different professional disciplines relate to and can engage in disaster risk reduction in a complementing and integrated way. Familiarity with the global framework for disaster risk reduction: the Hyogo Framework & ISDR system. Exchange of diverse ideas on how to apply the workshop content to participants’ own contexts, including how to engage with others on this topic. Target Audience The course targets a diverse audience, including individuals and groups who: Work in the Disaster Management Agencies / Directorates / Services or similar structures within Disaster Preparedness and Prevention Initiative for South-Eastern Europe (DPPI SEE) (signatory) countries. Are actual or potential members of the DPPI SEE Emergency Coordination National Mechanisms (National Platforms, National Disaster Management Committees or Focal Points). Have diverse backgrounds, given that disaster risk reduction is a multi-sector process that requires the engagement of multiple actors. The Course’s specifically targets the following audience: National Emergency Management Agencies. Line ministries with DRR functions. Civil society organisations – Red Cross, academic institutions, NGOs, etc. Organisations with prevention / response planning / early warning functions. Familiarity with DRR international architecture and structures. Minimum 3 years subject matter experience Previous experience in training organisation / design / delivery is an advantage. Long-term involvement with DRR and continuation in their current positions or potential to move to more relevant DRR posts to enable sustainability of the DPPI. Fluency in English. Course Context South East Europe is prone to disasters that transcend borders and overwhelm the capacity of a single country. The level of preparedness and prevention varies considerably from country to country. Some threats, such as flooding and forest fires tend to be seasonal in nature and thus present opportunities for immediate preparedness measures and mutual cooperation between neighbouring DPPI countries. Escalating economic losses and setbacks to human development due to natural disasters has marked the first eight years of the 21st Century. Increasingly, there is a growing recognition that disasters and catastrophes are not “natural” and that measures can be taken to manage risk and reduce disaster losses. However, while disaster risk reduction is simple in theory, it is complex in practice. The Course is part of the Disaster Management Training Program (DMTP) of DPPI SEE and has been developed jointly with the UN’s Capacity for Disaster Reduction Initiative (CADRI) and the Swedish Civil Contingencies Agency (MSB).
