Some countries and RECs have advanced more than the others. Any coordination mechanism requires clearly-defined authority and resources. Strong political leadership such as the one demonstrated by Prime Minister of Kenya can lead advocacy efforts in Africa on DRR as well as climate change. Clear transition of focus has been found in some development planning process (e.g. UNDAF Kenya) from response to preparedness for disasters in recent years. International institutions such as UN agencies (e.g. UNDP and UNOCHA), the Global Facility for Disaster Reduction and Recovery (GFDRR) of the World Bank and development partners have been facilitating efforts of the government and non-governmental organisations on DRR. Funding for sectoral development projects also offers opportunities for DRR if it is fully integrated in their sectoral programmes, projects and activities (e.g. infrastructure, buildings, roads, agriculture etc). African countries are encouraged to learn experiences not only from countries outside the region, but also from countries within Africa to operationalize DRR in specific context of Africa. Other local-level good practices such as micro-financing at early recovery phase can be also introduced. Empowerment and participation of women in decision making for DRR is critical by encouraging female leaders and mobilizers. 2nd Session of the Global Platform in June 2009 could serve as a forum ultimately to support national level coordination efforts on DRR, information-sharing and network. It can also facilitate monitoring of the progress of the Africa Regional Strategy for DRR and the Hyogo Framework. Effective early warning systems (EWS) should focus on decision-makers and affected population, and should cover all aspects from risk knowledge, identification, reduction, communication, transfer and response. Most African countries still significantly require support for EWS, and their national meteorological and hydrological services (NMHS) should be a part of DRR policies, strategies and programmes. Different approach is needed between EWS for rapid on-set disasters (e.g. floods, cyclone etc) and slow on-set disasters (e.g. drought). There is much greater potential for the use of meteorological and forecasting services to inform DRR in the region. Some scientific tools and technologies such as geographical information system and earth observation system could support African countries in risk identification, risk assessment, monitoring and early warning. While many African countries still largely needs support to get basic infrastructure (such as IT) to support these technologies, international partners such as WMO, GRIP and UN-SPIDER as well as regional institutions and networks (e.g. AGRHYMET and Nile Basin Network) are able to provide support and training.. Inclusion of DRR into school curricula by national and local authorities and strengthening knowledge-sharing and dissemination of good practices, traditional knowledge and lessons learned on DRR are needed. There are numerous valuable but separate initiatives to develop knowledge, information and education on DRR in Africa. Linking existing networks under knowledge-management and capacity-development network is needed for Africa. Climate change is exacerbating existing vulnerabilities and altering hazard patters across Africa, leading to an increase in frequency and severity of disasters as highlighted by IFRC, UNHABITAT, Oxfam GB, UNISDR and UNEP, all of which are working with institutions and communities to address the challenge. In order that African countries are supported to adapt to the consequences of climate change, governments should ensure coherence between institutions, policies and plans on DRR and climate change adaptation, which particular attention to the integration of DRR in related plans through negotiations leading up to and at COP15 of the UNFCCC.
