40% of public housing for 2011 Japan quake victims lies in tsunami hazard zones

About 40% of public housing provided for those affected by the devastating March 2011 Great East Japan Earthquake in Iwate, Miyagi and Fukushima prefectures, are at risk of flooding from the highest envisioned level of tsunami, the Mainichi Shimbun's data analysis shows.

The Mainichi Shimbun examined data including flooding estimates, which show areas that are expected to be flooded in the event of a largest-level tsunami as well as the depth of water that would build up, and how many disaster recovery housing facilities and evacuation centers lie within such zones.

Among public disaster recovery housing -- which takes the form of apartment complexes and standalone houses built by local governments and rented out to those who lost their homes to the 2011 disaster -- 547 such facilities are situated in the three prefectures' coastal municipalities. Of these, 238 structures, or 44%, are located within the predicted flooding zones.
