Disasters continue to be treated as 'unavoidable' and so policy tends to be reactive rather than responsive. However, as part of the Hyogo Framework for Action, several countries (Mexico included) have moved towards disaster risk reduction, reports Krishna Krishnamurthy of Climatico.
