The Roadmap Technical Working Group is seeking case studies from Pacific stakeholders for the development of a Compendium of Case Studies on Climate Change and Disaster Risk Management in the Pacific.

This Compendium is intended to be a reference document highlighting successful projects, practices and approaches in addressing climate change and/or disaster risks in Pacific Island countries and territories. This document may then potentially be used as a guide to replicate some of these actions in other Pacific Island countries and territories or other regions of the world.

Background Information

This Compendium will form part of a package comprising:

The Strategy for Climate and Disaster Resilient Development in the Pacific (SRDP), currently being developed, which will replace the current expiring DRM Regional Framework for Action 2005- 2015 (RFA) and Pacific Islands Framework for Action on Climate Change 2006-2015 (PIFACC),

A Synthesis Report on progress in implementing these two regional frameworks over the past 10 years, and

The Compendium of Case Studies on climate change and disaster risk management.


This package will be presented for approval at the Pacific Island Forum Leaders meeting in 2015.

The Compendium of Case Studies will also be presented at relevant regional and global conferences including the 3rd World Conference on Disaster Risk Reduction, taking place in Japan, in 2015.

This information will be used in drafting case studies according to a pre-agreed format (for example: background, activities, challenges, outcomes, and lessons learnt).

Selection Process

The case studies will be assessed and selected against a pre-established set of selection criteria (see below) by the Roadmap Technical Working Group while endeavouring to ensure a good geographical spread across the Pacific region. Special consideration will also be given to initiatives which can demonstrate a particularly inclusive approach, addressing the needs of vulnerable groups. Other aspects, related to project design or management structure (for example, harmonization or linkages with other partners or activities leading to more efficient outcomes) will also be positively valued.

Proposals should meet the following criteria:

- Be implemented in a Pacific Island country or territory

- Address either climate change adaptation, disaster risk reduction, greenhouse gas emissions reduction, disaster management or a combination of these (including projects where these topics are not the main focus e.g. gender and social inclusion projects that increase community resilience to climate and disaster risks).

- Fall under one of the priority themes of the:
- RFA http://www.sopac.org/index.php/framework or
- PIFACC http://www.sprep.org/Publications/pacific-islands-framework-for-action-on-climate-change-2006-2015-2nd-ed

- Be finalised or at least well underway in order for lessons to be drawn on their merits and success (at least 2/3 years of implementation)

- Demonstrate their success and positive outcomes (for example, by having been assessed by an independent review or having demonstrable project impacts on the ground)

- Highlight innovative solutions or approaches if any

- Be financially efficient (‘good value for money’)

- Have a good potential for replication and highlight lessons learnt that could be useful for future project design

- Have good potential for sustainability.

The Pacific Region is undertaking a process known as the ‘Roadmap’ to more effectively address the risks and challenges posed by climate change and disasters within the context of resilient development. The Roadmap includes three outputs by 2015 including the Strategy for Climate and Disaster Resilient Development in the Pacific (SRDP), the Regional Synthesis Report and the Compendium of Case Studies. This process was initially endorsed by the Pacific region in 2011, and was officially kick-started in 2013, with the first Joint Meeting of the Pacific Platform for Disaster Risk Management (PPDRM) and the Pacific Climate Change Roundtable (PCCR). The Roadmap Technical Working Group facilitates the process by providing expert advice to the Steering Committee and support to PICTs in relation to the Roadmap deliverables.
