Recalling the recent losses of Typhoos Hagupit and Haiyan in the Philippines, Helen Clark, former prime minister of New Zealand and Administrator of the UN Development Programme asserts that 'the argument for investing in disaster preparedness is simple. If countries expect to experience natural hazards, such as violent storm seasons or major earthquakes, then investing time and resources in preparing for shocks will save lives and protect communities from other losses,' in an article for the Project Syndicate.

She calls delegates to take crucial action in March 2015, when agreeing to a new global framework for disaster risk reduction at the Third UN World Conference on Disaster Risk Reduction in Sendai, Japan.
