Lagawe, Ifugao - In anticipation of increasing natural disasters, the Provincial Local Government Unit (PLGU) here created the Provincial Disaster Risk Reduction Management Office (PDRRMO) and designated an officer.
In an executive order issued by Governor Eugene Balitang, it states among others that the PDRRMO is created and shall be under the office of the provincial governor.
“The PDRRMO shall have its office at the PDRRM center at the capitol compound here,” the EO stated. Pursuant to R.A. 10121, the present local calamity fund shall be the Provincial Disaster Risk Reduction and Management Fund (PDRRMF).
Of the amount appropriated for the PDRRMF, 30 percent shall be allocated as quick response fund or stand-by fund for relief recovery programs in order that situation and living conditions of people in the communities or areas stricken by disasters, calamities, epidemics, or complex emergencies, may be normalized as quickly as possible.
The PDRRMC shall make public its reports on the utilization of the PDRRMF by publication and posting thereof in a conspicuous place, including websites. The reports of PDRRMC on the utilization of the fund shall be available to the public.
The PDRRMO shall be composed of the PDRRM officer to be assisted by personnel to be designated or hired through Job Order basis. The PDRRMO shall be assisted by staffs responsible for administration and training; research and planning and operations and warning.
The Governor also designated provincial warden Jerry Gano as PDRRM officer whose functions include : a) set the direction, development, implementation, and coordination of disaster risk management programs within their territorial jurisdiction; b) design, program, and coordinate disaster risk reduction and management activities consistent with the national council’s standards and guidelines; c)facilitate and support risk assessments and contingency planning activities at the local level; d)consolidate local disaster risk information which includes natural hazards, vulnerabilities, and climate change risks, and maintain a local risk map; e) organize and conduct training, orientation, and knowledge management activities on disaster risk reduction and management at the local level among others.
