This report highlights the ways UNICEF is working to foster children's resilience in the face of tragedy, and their capacity to hope for – and build – a better future at the individual, community and institutional levels. The first chapter especially focuses on fostering resilience and on the importance of protecting children through critical physical infrastructure, sanitation technologies for flood-prone areas, among others. It intends to help strengthening the relationship between humanitarian and development programming and the capacities of national and local actors to manage increasing uncertainty and risk.

Although it highlights the importance of mainstreaming risk-informed programming and providing guidance to country offices on disaster risk reduction to strengthening practice in this area, the overall report focuses on UNICEF's response to more than 290 humanitarian situations in 98 countries in 2010, including the disasters in Haiti and Pakistan. It also highlights projected humanitarian needs for 2011 in 32 countries and territories and 6 regions.
