Assessing the impact of Hurricane Katrina on persons with disabilities
This report identifies major barriers faced during Hurricane Katrina by centers for independent living (CILs) and emergency managers in responding to the needs of people with disabilities. Through a combination of surveys, focus groups, and interviews in six research sites in the Gulf Coast states, investigators gathered information on the experiences of respondents and developed recommendations for future policy, planning, and practice to address identified gaps. It includes a section about pre-disaster planning that is intended to increasing leadership and strategic vision to reduce the impact of disasters on people with disabilities.
