This act repeals the 2006 National disaster risk management framework, establishing a new framework to strengthen the institutional capacity for disaster management of Bhutan and for a better mainstreaming of disaster risk reduction (DRR). The purpose of this act is to provide for: (i) the establishment and strengthening of institutional capacity for disaster management; (ii) mainstreaming of disaster risk reduction; (iii) an integrated and coordinated disaster management focusing on community participation; and (iv) matters incidental thereto. It describes the composition, function and powers of the different authorities, including in relation to the private sector, and prioritizes mainstreaming disaster risk reduction into development plans, policies, programmes and projects as well as ensuring agencies receive adequate budget.
