Briefing on the Horn of Africa drought 2011: disaster risk reduction – fundamental to saving lives and reducing poverty
This paper introduces the Horn of Africa's high vulnerability to natural hazards, particularly drought, and the expected increase of climate variability in the future, which will have major impacts on livelihoods and food production. It addresses the lack of priority given to resilience building in the region and presents to disaster risk reduction (DRR) at a tool to build effective early warning systems and the ability of pastoralists and other drylands dwellers to better endure drought and other shocks.
