This document shares experiences and best practices concerning the Viet Nam Red Cross Vulnerability and Capacity Assessment (VCA) implementation undertaken by CECI in uplands Vietnam. The VCA was the first step in CECI's Building Community Resilience to Disaster in Uplands Areas project sites. The goal of the project is to establish sustainable Community-Based Disaster Risk Management (CBDRM) practices in each project site.
