This paper presents UNDP Bureau for Crisis Prevention and Recovery's understanding of capacity development and how this relies to the Millennium Development Goal (MDG) and the Hyogo Framework for Action (HFA). In describes UNDP's approach and support services within the International Strategy for Disaster Reduction (ISDR) system, highlighting some examples of activities for each HFA priority area. Finally, it introduces the global Capacity for Disaster Reduction Initiative (CADRI) and provides an illustration of UNDP's action in Armenia.
