This documents reports on the outcomes of the CITYNET Congress 2009, including the need to focus more on local governments, integration of safety and disaster risks reduction into planning, as well as upscaling successful local practices at the national level for impacts on a much larger scale. The 'Disaster' session especially reports on a number of experiences, challenges and expectations in implementing disaster-related projects. It gives some long-term recommendations for disaster risk reduction programmes and practices to be developed.

The CITYNET Congress 2009 was held under the theme of "Harmonious Cities for Our Future", tackling urgent issues facing the urban environment, and creating and sharing practical approaches to promote urban development.
