Developing messages for protective actions to take during earthquake shaking
This document provides guidance on developing messages about what people should do during earthquake shaking to protect themselves from injury or death (i.e., protective action). The guidance describes a process to use and key considerations for creating effective protective actions messages that consider the local context in emerging countries. These considerations include the knowledge, beliefs, customs, and hazard awareness, exposure and social context of the people affected; the local hazard and building types; and the availability of safe open space. This document is intended to guide people and organizations that are developing and/or delivering protective actions messages to the public, as part of larger earthquake safety awareness and education efforts.
The document is accompanied by a background volume, posted separately, which contains additional technical information from the multiple disciplinary specialists involved in preparing the guidance document.
