This guide intends to support local governments in the Eastern European/CIS region to undertake a disaster risk analysis. The guide familiarizes the user with the basic components of disaster risk analysis. It also provides tips on how to manage the assessment and planning process. A risk analysis allows local governments to identify, prioritize, plan and implement measures that help to reduce vulnerability and risks from natural and technological hazards.
