This document presents a programme which was established to support the implementation of the Hyogo Framework for Action 2005-2015. It explains Disaster Risk Financing (DRF), promotes it as one of five pillars in the GFDRR comprehensive disaster risk management (DRM) framework, and classifies it into three broad categories: (i) Sovereign disaster risk financing; (ii) property catastrophe risk insurance; and (iii) agricultural insurance. It also presents 21 technical assistance projects on DRF implemented in 36 developing countries and introduces a consistent strategy to mainstream disaster risk financing in national DRM strategy based on three pillars: (i) Knowledge Management and Capacity Building; (ii) Product Development; and (iii) Technical Assistance and Operations.
