This position paper for disaster risk reduction and climate change adaptation (2011-2012) aims to promote sustainable approaches to address the drought crises in the greater Horn of Africa, which over the last twenty years has been coupled with growing pressure on the already fragile natural resource base. It also points the need to connect the dots between early warning and early action within an overall strategic and proactive response.

The paper is a joint output of the Inter-Agency Working Group (IAWG) Sub-Group for Disaster Risk Reduction and Climate Change. It is intended to provide a basis for shared learning, coordination and joint action.
