Flood Management Tool Series, Technical Document No. 21, 2015:

This document gives an overview of different methods to assess the effectiveness of flood management measures, including both those aimed to preparedness for and to prevention of floods. Among the various procedures available, the principles and practices of auditing and evaluation are recommended to monitor and appraise the well-functioning of systems of governance, including risk management, operational performance and financial control. In addition to this, the evaluation addresses the balance between preparedness and prevention measures, while at the same time considering their integration into (and contribution to) climate change adaptation policies.
