El Niño: the case for urgent action
This briefing on El Niño 2015-2016 and its impacts, makes the case that governments, donors and humanitarian actors must respond through urgent humanitarian action where the situation is already at breaking point and elsewhere support early action interventions including: water resource management; support for resilient and diversified livelihoods; strengthening of social protection mechanisms; development of grain reserves; working with communities to strengthen systems to prevent, mitigate and respond to crises; and developing the capacity to interact with resource management mechanisms.
