Flood hazards and masonry constructions: a probabilistic framework for damage, risk and resilience at urban scale
This paper deals with the failure risk of masonry constructions under the effect of floods and how an adequate strengthening and protection of the concerned constructions are a possible option in reducing and mitigating the risk posed by natural disasters. It proposes that decision makers and stakeholders consider conducting an evaluation of the structural vulnerability to flood effect in order to predict, at a large scale (urban zone, city, region, etc), the socio-economic losses that may be caused by a possible flood event. Issues addressed: (i) global and operational approach: vulnerability assessment; (ii) flood risks and risk maps; (iii) urban resilience under flood hazards; and (iv) theoretical approach and socio-economic aspects for risk reduction at urban scale.
