A framework for addressing the interconnectedness of early warning to action and finance to strengthen multiscale institutional responses to climate shocks and disasters
This study introduces the Early Warning, Action, and Finance (AWARE) platform to enhance anticipatory action through multistakeholder engagement. Using data from literature reviews, expert surveys, and stakeholder workshops in Senegal, Zambia, and Sri Lanka, the study identifies key needs and priorities for the platform. It conceptualizes AWARE using theories of technological frames, interpretative flexibility, and collaborative governance to bridge knowledge boundaries and improve decision-making.
The findings highlight AWARE’s potential as a collaborative space for knowledge exchange and coordinated action. By addressing assumptions and expectations related to technological frames, the platform can mitigate implementation barriers such as incongruence and frame ambivalence. AWARE aligns with the Sendai Framework by emphasizing systems thinking, co-production of knowledge, and context-specific solutions. Recognizing the limitations of one-size-fits-all early warning systems, the study underscores the importance of integrated, adaptive approaches to enhance anticipatory action outcomes.
