Guide on improving public understanding of and response to warnings

This guide presents the underlying principles of warning, such as forecasts, detection, dissemination, communication and response, and describes different aspects of warning presentation and dissemination (e.g. construction of message, order and content of information, warning cycle, terminology, language, graphical products, probability information, choice of communication channels, frequency of warnings, early warning for special users.) The document also highlights the importance of public education, partnership and hi-technologies for improving public understanding of and response to warnings, and presents several communication and public awareness tools, such as public initiatives, pamphlets, brochures, media packages, Internet, public meetings, shows and exhibitions, open days and school-based educational packages.
