Hyogo Framework for Action, post 2015: what would we like to see - Voices from the field
This report presents the results of a study conducted on the Swiss experience in disaster risk reduction (DRR) using the Delphi methodology. It introduces the Hyogo Framework for Action, presents the methodology and calls for policy dialogue to facilitate the establishment of an enabling environment for DRR strategies, by creating space for dialogue among DRR stakeholders including civil society organizations (CSOs). It then details 10 key messages related to: (i) capacity building and ownership; (ii) preparedness and coordination; (iii) environment; (iv) legal and institutional frameworks and governance; (v) rights based approaches (RBA) and policies; (vi) economics of disasters; and (vii) development frameworks.
