This one-page document highlights the 10 central recommendations on the topic of coherence across global frameworks, that is the coherent pursuit of 3 main global agendas at national, sub-national, and local levels:

• the Sustainable Development Agenda
• The Sendai Framework for Disaster Risk Reduction
• and Paris Agreement on Climate Change

1. Only through the successful implementation of all global agendas will we be able to achieve sustainable development.
2. The existing synergies between the global agendas provide an opportunity for coherent implementation and therefore sustainable development.
3. Ignoring the importance of DRM in urban planning, infrastructure development, public investments and other key sectors will lead to opportunity costs that undermine progress towards sustainable development.
4. Processes such as mainstreaming, localisation, harmonisation, integration and alignment play a role in maximizing synergies and promoting coherence.
5. The inability to overcome sectoral boundaries is a fundamental threat to the pursuit of resilience.
6. Coordination between government institutions, private sector, civil society organizations, and citizens is a key requirement to achieve a coherent implementation of the global agendas.
7. Innovative financing mechanisms independently of the agendas – including private resources - are required to facilitate the coherent implementation of the global agendas.
8. Public-sector investment policies need to take sustainable development, DRM and climate change requirements into account.
9. Any arrangements supporting coherence must remain adaptable and flexible to allow for changing situations.
10. Coherent implementation of global frameworks requires national, regional and international cooperative endeavours.
