Learning to ADAPT: monitoring and evaluation approaches in climate change adaptation and disaster risk reduction -- challenges, gaps and ways forward
SCR discussion paper no. 9:
This working paper, part of the Strengthening Climate Resilience (SCR) discussion series, is a methodological contribution to the emerging debate on monitoring and evaluation (M&E) in the context of climate change adaptation and disaster risk reduction (DRR). It discusses the critical role of effective disaster risk management for adapting to the impacts of climate change, and stresses out that current DRR M&E practice may be limited in capturing progress towards adaptation.
The paper analyses the principles for M&E of climate change adaptation from a climate smart disaster risk management perspective, and highlights the importance of experience-based learning M&E processes for discovering the key insights into adaptive capacity and its links to adaptation processes, and to risk and vulnerability reduction at large.
