In the context of implementing its commitments within the framework of the United Nations Convention to Combat Desertification, Morocco has adopted a National Action Program to Combat Desertification (PANLCD). This sectoral program of national scope aims to favour measures that are likely to complement existing sectoral programs, catalyze their implementation, and promote a fundamental development dynamic based on integration, territorialization, partnership, and adoption of the participatory approach.

The adaptation of the PANLCD, to respond to the new perspectives of the national and international context has set itself a set of strategic objectives, which are, in particular:

• evaluating the state of play with a critical analysis of the existing situation in the fight against desertification;
• defining quantified strategic and operational objectives to reverse the process, seeking a differentiated approach for intervention (ecosystem zoning), and
• establishing links between climate change and desertification, with a view to a prospective strategy adaptation.

Dans le contexte de mettre en Å“uvre ses engagements dans le cadre de la Convention des Nations Unies sur la Lutte contre la Désertification, le Maroc s’est dote d’un Programme d’Action National de Lutte Contre la Désertification (PANLCD). Il s’agit d’un programme sectoriel d’une portée nationale qui vise à privilégier les mesures susceptibles de compléter les programmes sectoriels existants, de catalyser leur mise en Å“uvre et de promouvoir une véritable dynamique de développement basée sur l’intégration, la territorialisation, le partenariat et l’adoption de l’approche participative. 

L’adaptation du PANLCD, pour répondre aux nouvelles perspectives du contexte national et international, s’est fixé un ensemble d’objectifs stratégiques qui sont notamment: Evaluer l’état des lieux avec analyse critique de l’existant en matière de lutte contre la désertification, définir les objectifs stratégiques et opérationnels quantifiés pour inverser le processus, rechercher une approche différenciée pour l’intervention (Zonage écosystémique), et établir des liens entre les changements climatiques et la désertification, en vue d’une stratégie prospective d’adaptation.
