Needs overview tip sheet for environment, climate change, and disaster risk reduction mainstreaming
This tip sheet guides Shelter Cluster Coordinators to guide them on environmental, climate change and Disaster Risk Reduction (DRR) mainstreaming in preparation for the Shelter chapter of both Humanitarian Needs Overviews (HNOs) and Shelter Needs Overviews. Despite this shelter focus, many of the suggested actions can also contribute to the overall environmental profiling of humanitarian needs, including other sectors. The guidance can also be used when developing Shelter Cluster strategies. Environment, climate change and DRR mainstreaming is required to ensure we meet the needs of affected populations, address and reduce disaster risks and mitigate the environmental impact of shelter and settlement responses in line with humanitarian standards and the “do no harm” principle.
Guiding principles include:
- Involve environmental and DRR experts in the development of the HNO Shelter chapter or Shelter Needs Overview.
- Analyze local capacities to manage disaster risks, climate concerns, and environmental issues, along with stakeholder efforts and coordination mechanisms.
- Consult with environmental and disaster management actors on risks linked to shelter response and explore potential partnerships.
- Ensure natural hazard, disaster risk, and environmental factors in the Shelter/Non-Food Items (SNFI) analysis are linked to the intersectoral analysis in part 1 of the HNO/Humanitarian Response Plan (HRP).
- Identify environmental and DRR gaps, limitations and plans to overcome them.
- Include environmental indicators in regular sector monitoring if linked needs are identified.
