Options for making Pakistan’s flagship national cash transfer programme shock-responsive
The objective of this study is to explore the viability and potential mechanisms for making the BISP Unconditional Cash Transfer programme, Pakistan’s flagship national social protection programme, shock-responsive.
It finds that BISP’s involvement in a shock response is clearly viable, and has already responded to shocks on several occasions. It provides recommendations related to improving the delivery mechanism (policy, design and, operations) and briefly discusses which recommendations have particular relevance for slow-onset and which for rapid-onset shocks.
