Orissa Disaster Mitigation Programme (Phase II): end of programme report
This end of programme report seeks to assess the results achieved in the fields of social mobilisation and organisational development during Orissa Disaster Mitigation Programme (ODMP) Phase II with a special focus on sustainability.
Under ODMP II 36 Multipurpose Cyclone Shelters have been constructed in the three most cyclone prone districts of Orissa. The programme consisted of two parts: one of which is the actual physical construction of shelters (hardware component); the second component concerns the social mobilisation, use of the buildings as well as training and strenghtening of the self-help capacities of the local population and the implementing partner (software component).
The German Red Cross has been specifically concerned with this second component - social mobilisation and organisational development of the Indian Red Cross Branches.
ODMP in India was initiated in 1995 with the support of the Federal Republic of Germany through the German Development Bank (KfW) and the German Red Cross. During ODMP Phase I (1995-2002) 23 Multipurpose Shelters were constructed in the most vulnerable villages in six cyclone prone coastal districts of Orissa State.
