Peer review report: Romania 2023
This peer review of disaster risk management and civil protection systems provides Romania with a valuable opportunity to reflect on its capacity to cope with natural hazards and human-induced disasters and to identify ways of strengthening its prevention and preparedness policy and practices. It also facilitates the exchange of good practices. The peer review programme is a tool made available to civil protection authorities of Member States, participating states, enlargement and neighbourhood countries under the EU Civil Protection Mechanism legislation. It is managed by the Commission's Civil Protection and Humanitarian Aid department.

However, it stresses the need to bolster prevention efforts, risk assessment processes, and preparedness measures. Critical areas for improvement include enhancing the legislative frameworks, developing higher-resolution risk maps for territorial planning, and establishing a clearer alignment between risk assessments and urban planning. Additionally, early warning systems (EWS) and cross-border cooperation remain vital for improving Romania's disaster resilience. The report also underscores the importance of engaging civil society through volunteer programs to further strengthen the DRM system.
