Reducing emissions and preparing for climate change: 2015 Progress Report to Parliament
This is the UK's Committee on Climate Change’s first report, under sections 36 and 59 of the Climate Change Act, covering both progress towards meeting carbon budgets and progress on adaptation to climate change in view of the government's National Adaptation Programme (NAP). The NAP was published in 2013 to address the risks and opportunities highlighted by the first Climate Change Risk Assessment (CCRA), published in 2012.
The report is made up of three parts, an executive summary and reports on meeting carbon budgets and on climate change adaptation. The "Progress in preparing for climate change" report looks across the themes of the NAP and considers the extent to which four key areas of risk identified in the CCRA are being addressed. The four key areas are i) water scarcity, ii) flood risk, iii) heat stress, iv) impacts on natural capital and agriculture. The report identifies 6 key areas where vulnerability in the UK is increasing, many of which relate to flood risk, which has long been identified as one of the biggest climate threats to the UK.
