Sustaining lives and livelihoods in the face of disasters: ACT Alliance key asks on the post-2015 framework on disaster risk reduction
This paper calls for the post-2015 framework on disaster risk reduction to seek to reduce disaster risks globally by building on the understanding of the realities of people affected by past disasters as well as those in at-risk areas. It argues that disaster risk reduction (DRR) can only be effective through participatory and coordinated action by affected people, communities, civil society organizations, international organizations, and governments and that DRR needs to be mainstreamed in development policies and programmes for effective response.
It proposes several ways for the post-2015 sustainable development framework to consider DRR, by: (i) recognising the impact of everyday disasters on lives, livelihoods and assets as a means of poverty reduction; (ii) prioritising the most at-risk, poorest and marginalised people; (iii) tackling the underlying cause of people’s vulnerability to disasters; (iv) mobilising political commitment by focusing on rights, responsibilities and accountabilities; and (v) promoting partnerships and public participation.
