This book, consisting of two parts, the theory of Total Disaster Risk Management (TDRM) and good practices for disaster risk management, was compiled for the purpose of promoting TDRM as a comprehensive approach to disaster risk reduction worldwide.

It was published for the UN World Conference on Disaster Reduction (held in Kobe, Japan 18-22 January 2005) and describes the TDRM concept and related good practices. It is also intended to facilitate an enhanced understanding of the TDRM approach and its applications.
