These Regulations are formulated to strengthen the management of ocean observation and forecasting, standardize ocean observation and forecasting activities, prevent and mitigate marine disasters, and serve economic construction, national defence construction and social development.

第一条 为了加强海洋观测预报管理，规范海洋观测预报活动，防御和减轻海洋灾害，为经济建设、国防建设和社会发展服务，制定本条例。
