Sustainable recovery: intensive course

The global impact of disaster- and conflict related crises has resulted in increased focus on the effectiveness of subsequent recovery efforts. Today, a growing number of actors are working across the broad spectrum of reconstruction and rehabilitation in the aftermaths of natural or man-made disasters all over the world. At the same time, experiences gathered from recent recovery operations raise fundamental questions about their success as well as the extent to which recovery does indeed offer a ‘window of opportunity' for long-term risk reduction.
This state of affairs underlines the urgent need for highly-skilled professionals with interdisciplinary knowledge, skills and experience in reconstruction and rehabilitation.
In an effort to help countries recover from conflicts and natural disasters more effectively, Lund University, in cooperation with the University of Copenhagen, is offering an intensive course on disaster recovery for professional personnel working - or aiming to work - in the fields of reconstruction and rehabilitation.
The course is designed in such a way that each participant attains the knowledge and skills necessary for prompt action in recovery situations, especially in developing countries.
Objectives:
The objectives of the course are to enable the students to:
- Facilitate the sustainability of recovery projects in post-disaster situations.
- Identify recovery needs and to manage recovery projects in post-disaster situations
In order to pass the course the student must be able to:
- Critically analyse general and central elements of sustainable recovery, such as the integration of disaster risk reduction, the participation of the stricken population, the inclusion of psychosocial care into the recovery process, recovery preparedness planning etc.
- Critically analyse challenges for effective and sustainable recovery, such as delays due to overwhelming response needs, lack of political commitment and resources etc.
The course will also provide a foundation for students interested in research to be used as a base for their research in post-disaster recovery.
Content:
The course will include:
- The analysis of general needs for recovery within different sectors, such as reconstructing and rehabilitating houses, critical facilities (incl. health care, schools, emergency services etc), infrastructure (incl. transport, water and sanitation, energy, telecom etc), waste management (incl. rubble recovery), environmental and natural resource management, land use planning, livelihoods, psychosocial welfare, governance etc.
- The assessment of the post-disaster situation to identify recovery needs, prioritise recovery activities, make recovery plans (short, medium and long term), implement activities, coordinate with other actors and activities and evaluate the recovery project/programme.
- Recovery as part of the preparedness plan.
- The critical evaluation of exit strategies and handover procedures of projects to local authorities and actors.
Prerequisites:
It is recommended that the applicants live up to the Master of Disaster Management .
Class size:
The number of participants is limited to 40. The course may be cancelled if there are less than 12 participants.
