Cyclone Nargis struck Myanmar on 2 and 3 May 2008, making landfall in Ayeyarwady Division and directly hitting the country’s largest city, Yangon. Forty townships in Yangon Division and seven townships in Ayeyarwady Division remain on the Government’s list of disaster areas. Assessment teams have reported major damage in affected areas, particularly the low-lying delta region, where the Cyclone’s impact was compounded by a storm surge. The official toll of dead and missing has risen to approximately 133,000. The total affected population is estimated at 2.5 million.

IRC responded to Nargis on the 5 May and has slowly built up the scale of the response. As such the IRC is currently recruiting a short-term Capacity Building Advisor to support the newly established office and programs.

Responsibilities


In order to implement it’s programs appropriately, IRC requires information on the capacity of local populations, the government, national NGOs and CBOs, international NGOs, UN agencies, etc. as well as IRC’s own internal capacities in Myanmar. With this information, they then require advice on appropriate methods and partnerships and how they can best increase their own and other’s capacity for the highest quality and impact possible.

  • Gather and analyze information on the capacities of relevant individuals and groups, some of which are listed above; prepare a report for management which outlines capacities and makes linkages between these individuals and groups and IRC’s strategies, preferred methodologies and our Program Framework;
  • With management, map out strategies which will help cyclone –affected populations directly and/or increase the ability of different groups to provide assistance throughout the recovery period and beyond;
  • Provide advise to various management and technical staff on specific ways to increase capacity including training methods, increasing capacity from a remote location, addressing cross-cutting issues (gender, children, the environment, etc.) and integrated programming (cross-sectoral, programs and operations);
  • Assist with the design of the TOR and recruitment of a national capacity development manager if required by management.

Requirements

  • Post graduate degree in development or related field preferred.
  • Minimum five years experience working in post conflict and development environment for an international NGO; emergency experience strongly preferred.
  • Experience in capacity analysis and building, strategic planning, program development & management essential.
  • Must be able to demonstrate an advanced understanding of NGO development, as well as proven expertise in civil society and related third sector principals.
  • Must have strong organizational, diplomatic and communications skills.
  • Fluency in spoken and written English. Ability to speak Burmese an advantage.
