Description

Established in 1959, the IDB is today the main source of multilateral financing for economic, social and institutional development in Latin America and the Caribbean (LAC). It provides loans, grants, guarantees, policy advice and technical assistance to the public and private sectors of its borrowing member countries.

The IDB is looking for motivated professionals to join the Sustainable Energy and Climate Change Unit (ECC) in the Infrastructure and Environment Sector (INE). The main objective of the Unit is to provide technical assistance, policy advice and knowledge products to member countries in the area of climate change, as well as mainstream climate change mitigation and adaptation into the Bank operations. This posting is for current and future openings.

The positions will be assigned to Washington DC and/or IDB borrowing member countries (preferred but not restricted to the following countries: Peru, Guatemala and Colombia)*, to be determined in accordance with the business needs of the Unit as well as the profile and preferences of successful candidates.
In line with the Unit's objectives to significantly strengthen its locally-based staff in IDB borrowing member countries, candidates interested in country assignments are encouraged to apply.

Key responsibilities

In order to provide technical assistance, policy advice, and develop financial and non-financial products, the IDB is looking for specialists to work in the area of climate change. The candidates' primary responsibilities include but are not limited to:

* Lead or participate in the origination, design, approval, execution and results-reporting of IDB operations to mainstream climate change mitigation and adaptation in national development programs;
* Lead or participate in the development and implementation of financial and non-financial instruments to support institutional frameworks for climate change mitigation and adaptation;
* Coordinate Bank responses to national climate change agendas, including providing analysis and advice on mitigation and adaptation actions to clients in the region;
* Participate in the development and implementation of relevant sector/ country strategies.
* Interact with Bank organizational units to coordinate and mainstream climate change activities;
* Initiate and develop partnerships with international, regional and national institutions to address priority climate change challenges;
* Lead and coordinate activities with partner institutions to ensure optimal mobilization of international climate finance;
* Represent the IDB at national and international events related to climate change.

Qualifications

Requirements


Education: Master's Degree or equivalent advanced degree from a recognized academic program in a relevant field. A Ph.D. degree is preferred.

Experience: Minimum of five years at the national and/or international level of experience directly relevant to the responsibilities described above. Preference will be given to candidates with strong academic or policy experience in LAC.

Languages: Proficiency in English and Spanish is a requirement. Working knowledge in at least another of the Bank's official languages (French and/or Portuguese) is an asset.

Technical Expertise: (a) In-depth knowledge of social, economic and environmental issues affecting countries Latin America and the Caribbean. (b) Strong knowledge of analytical tools and quantitative techniques and methods to inform policy decisions. (c) Experience with climate change-related policy formulation and project and program design/implementation (public or private sector).

Strategic Thinking: Ability to define and articulate a shared vision consistent with organizational strategies and results in the achievement of long term objectives.

Teamwork: Ability to be receptive to new ideas and interact in groups. Capacity to take initiative to assist others and willingness to share information, knowledge and best practices with others.

Initiative and Adaptability: Ability to act independently and resourcefully in responding to work demands. Ability to adjust to multiple demands, shifting priorities, ambiguity and change.

Communication: Ability of expressing facts and ideas clearly and in an organized manner in writing and in speech.
