Purpose of the position
This position serves to provide overall management and implementation of ASEAN Agreement on Disaster Management and Emergency Response (AADMER) Work Programme (WP) 2010-2015 in Vietnam.
The principal objective of the AADMER WP is to increase resilience and reduce vulnerability in local communities and institutions through support to strategies that enable them to better prepare for, mitigate and respond to natural disasters.
The ASEAN Partnership Group (APG) is a consortium led by Oxfam and composed of Save the Children, Child Fund International, World Vision, Plan International, HelpAge and Mercy Malaysia. Its goal is to support the “people-centered” implementation of AADMER WP.
Initially, the project will begin in four countries – Cambodia, Indonesia, Philippines and Vietnam. In each of these countries, one APG member has been appointed as the lead and will run and coordinate APG activity. In Vietnam, World Vision is the lead partner.
DIPECHO has approved a project to support the work of the APG in collaborating with government and regional bodies on AADMER WP. The project duration is June 2010 to July 2011. This position will be funded by DIPECHO.
This position will need to work closely with APG (AADMER Consortium Programme Manager), Disaster Management Center (DMC), Disaster Management Working Group (DMWG), WV Vietnam HEA Ministry and other critical stakeholders to ensure quality achievement of the project implementation. This position will strengthen engagement with grass-root communities and institutions in the implementation of AADMER WP.
Initially the position requires frequent travel to and within Vietnam and eventually it is planned that this position will be based in Vietnam to coordinate, monitor and manage the AADMER WP implementation.
Key responsibilities
Strategy
- Support the development of APG’s strategies and ensure alignment with AP HEA strategic focus in community resilience building.
- Provide input and support in the review and evaluation of APG’s strategy and DIPECHO funded proposal.
- Refine short term (year 1) and develop long term country level programme strategy jointly with other APG partners.
Management
- Provide leadership, support and critical guidance and input towards the strategic development and progression of AADMER WP in Vietnam.
- Develop an APG consultation mechanism in Vietnam and include critical partners currently not part of the APG.
- Map out key players and structures in Vietnam, especially national level networks/structures that are connected to provincial and district structures.
- Map out coordination and partnership mechanisms at national, provincial and district levels currently in place or being developed/strengthened.
- Implement the agreed plan, ensuring all APG members are involved in the planning and implementation of activities.
- Approve budget expenditures within approved budget and established limit of authority.
- Report to regional APG governance body in quarterly regional review meetings.
- Provide HEA Director with regular reporting of project progress, critical issues and accomplishment.
Operational & technical support
- Work closely with AADMER consortium programme manager, AADMER advisor on partnership & resource mobilization, AADMER advisor on training and knowledge management systems and WV HEA Ministry to ensure AADMER WP activities in Vietnam are operating within the approved plan of scope, schedule, activities and budget and to ensure quality achievement of the project objectives and results.
- Conduct quarterly programme review meetings to assess progress and discuss issues and challenges and mitigating measures.
- Ensure compliance with all donor requirements – as per partnership agreement with Oxfam GB.
- Support the development of an appropriate disaster risk reduction approach at the community level.
- Assist WV Vietnam to integrate disaster risk reduction into their strategies and operating plans.
- Maximize opportunities to support broader regional community resilience team in the implementation of AP HEA regional resilience project to achieve programme strategic objectives and capacity building.
Capacity building
- Collate (if already existing) or conduct capacity needs assessment for AADMER implementation at country level, including sub-national levels.
- Identify opportunities and areas where AADMER WP can contribute or integrate with AP HEA regional resilience project.
- Enhance WV Vietnam HEA capacity through mentoring and coaching of staff at national and ADP level.
Knowledge management
- Ensure AADMER WP learning and experience is documented and disseminated for strategic learning within World Vision.
- Share understanding of models and processes for embedding or institutionalizing national and ASEAN-level multi-stakeholder (MS) partnership with external regional stakeholders.
Quality assurance
- Ensure AADMER WP implementation in Vietnam demonstrates effective community accountability, improved impact measurement, and strong alignment with WVI and international humanitarian standards and policies.
Internal liaison and coordination
-Act as a strategic link and focal point connecting WV Vietnam & AP HEA to participating humanitarian agencies and donors.
- Participate and actively contribute to the regional and partnership forums and workshops, community of practice and networks.
External relations
- Introduce the APG in Vietnam at various levels to government, NGOs, UN, donors and represent in discussion and coordination fora.
- Represent the APG and advocate its objectives in government and among civil society.
- Actively participate in APG and strategic partnership meetings, forums, working groups and networks that have a direct impact on the management and implementation of AADMER WP to the grass root level.
- Engage with key regional humanitarian partners to maximize project coordination and impact.
General
- Contribute to devotions and other activities to enrich mutual spiritual development and resilience.
- Perform any other tasks assigned by HEA Director.
Knowledge, skills and abilities
- Bachelors degree in Development Studies, Social Science or any relevant field.
- Knowledge of minimum standards of WV and bilateral donors.
- Knowledge of humanitarian emergency including humanitarian charter, laws and standards and minimum standards in SPHERE, Red Cross Code of Conduct, People in Aid, Child Rights.
- Excellent oral and written (English) communications skills.
- Strong interpersonal, collaborative, networking, negotiating, communication and facilitation skills and experience in engaging with government, donors, national and international organizations at all levels.
- Minimum 3 years experience in management or technical position with relief/development programmes
- Minimum 3 years experience in project management and documentation including DME
- Experience and knowledge in emergency preparedness, response and disaster risk reduction.
- Work experience in Asia Pacific countries will be prefered.
