Caritas India is the official development organization of the Catholic Church, found in 1962, to fight poverty and create greater justice. Our actions are inspired by the values of the Gospel which focus on the dignity of the human person, particularly the ‘preferential option for the poor’ whose human rights are being violated. Our work on behalf of the poor is to be a sign of God’s love for the unprivileged. It is our belief that only a deep affection and love can save humanity.
Caritas India works with and for those in need regardless of creed, race, gender or ethnicity. Its priorities include integral development, emergency relief, advocacy, peace building, respect for human rights and support for proper stewardship of the planet’s environment and resources.
It supports initiatives by the local / marginalized people to build their capacities, have access to and establish control over power and resources and create appropriate systems and structures to live with dignity.

Caritas India supported District Disaster Management Authority (DDMA) will revise District Disaster Management Plan (DDMP) of West Champaran, Bihar. The National Disaster Management Authority (NDMA) has requested NGOs to pilot the revision of the DDMP of few districts across the country. The DDMPs were never reviewed before by the NDMA, in-spite of the existing guidelines of National Institute of Disaster Management (NIDM) and UNDP support on offer. In this regard, AIDMI along with Caritas India was nominated for DDMP revision of West Champaran, Bihar India
Caritas India have facilitated the assessment to design the community based programme across 90 villages to design community managed programme on the sector of DRR/Ecosystem/livelihood while designing community perception as taken as primary stakeholders. Across 90 villages and with approximately 4500 community members including men and women; jointly facilitated the community plans for ecosystem restoration, enhance livelihood and DRR initiatives. Special efforts were taken to address the issues of exclusion and the draft plans were disseminated to dalit hamlets and finalized incorporating their issues.
• Commuinity task have been formed and Task Forces know their duties and in the time of disaster they can perform in a better and systemic way. The information of the formation of existing Task Forces has been already given to the Block Office of the respective wards. Even the Mukhiyas and the PRIs are informed about the Task Forces, their roles and responsibilities and their importance. They also have the knowledge of DRR plans- development and contingency of their respective wards. Altogeter 270 Task Forces have been formed accross 90 villages, each task forces containing on an average 8 members. The main Task forces are early warning, Search and rescue and health and sanitation. All this Task forces are cordinated by DRR comitee in the village.
232 high at least 3 ft IAY and raised plinth have been constructed in project area. As planned for the achievement of this result based on assessment and planning, DRR committee marked the vulnerable house of the wards which has to be raised according to the house hold number. A meeting was organized with Mukhiya and PRI members. The mukhiya provided a list of newly allotted IAY beneficiary; a special IPC for the Beneficiary selected by the Panchyat, and discussed the impact of the flood in the area and the average Plinth height for the house. Series of discussion with the villager with committee member, it was possible to raise 203 houses above flood water level based on the assessment.
222 raised toilets have been constructed in our project area. For the construction of toilet meeting with the PRI and the concern department held several time and in all places the DRR committee members were involved.
• The river bank villages have protected river embankments by traditional and innovative mmeans. The community in 5 villages have repaired the embackments through MNREGS resources out of the Gram Sabha Plan.
During DRR planning in targeted wards, the promotion and discussion on plantation was given importance. It was also explained to community that how plantation help in curving erosion by river and supporting livelihood. In addition, close and friendly contacts and regular discussion with Mukhia and Panchayat Rojgar Sevak, initiated plantation work in all wards in 21 project villages. In each of the villages 400 unit of flood loving tree/fruit tree have been planted.
154 hand pumps in 90 villages wards lifted above the flood water level based on the assesement aganist the target of 527 by 2015 December. This was done intergrating a goverenment programme. All hands pumps are above the flood water.
Caritas India Promoted DRR Plans are prepared and begin functioning at Panchayat level. Since Jnauary the project have planned for one Gram Sabha. Out of 35 Panchayat, 22 Panchayat approved major parts of community DRR plans and it in the process of implementation. MNREGA, IAY, TSC, IIHL and some concrete roads and bridges are part of the plan got approved. This was not possible until the Gram Shabha organized properly and then only the DRR plans passed and accepted by the panchayat. The main thrust of the period was on this output related action. Through this 6 months project at least 80% of the proposed plan in Gram Sabha is approved and started being implemented.
Emergency response has been a key strength of Caritas India, which responds to various types of emergencies through its partners. The realization that preparedness is just one important component of the whole gamut of DRR and that communities need to work towards findings solutions prompted initiation of CMDRR. This approach was essential to make our disaster response effective, accountable and to cater to the vital needs of disaster victims in a way that protects their right to life with dignity. Caritas India has CMDRR spread across 60 districts across 12 states and 2 Union Territories with 2588 villages and 462, 091 families.
allows stakeholders to inform the public about their work on DRR. The SFVC online platform is a useful toolto know who is doing what and where for the implementation of the Sendai Framework, which could foster potential collaboration among stakeholders. All stakeholders (private sector, civil society organizations, academia, media, local governments, etc.) working on DRR can submit their commitments and report on their progress and deliverables.
