Disaster risk awareness and preparedness of the EU population: Estonia
The survey on disaster risk awareness in Estonia reveals that citizens feel most vulnerable to disruptions in critical infrastructure (49%), followed by cybersecurity threats (37%) and extreme weather events (32%). Estonians pay greater attention to risk information and place higher trust in public authorities for disaster risk communication—whether as an information source or as problem solvers—than citizens in other European Union countries. However, they tend to feel uncertain when traveling to other EU nations. Despite this, Estonian citizens generally demonstrate a higher level of disaster awareness and preparedness compared to their European counterparts. While their preparedness is similar to that of other EU citizens, they express a need for more information.
This serial survey assesses the awareness of EU citizens about the disaster risks that could affect them, their preparedness to face various disaster risk scenarios, and the reliance they place on a range of actors in disaster situations. The survey also explores the engagement of EU citizens in voluntary work to increase disaster resilience.
