IECAH (Instituto de Estudios sobre Conflictos y Acción Humanitaria) is a private initiative which unites experts from various fields and geographic areas related to international conflict and cooperation with a special emphasis on humanitarian action. The expertise and activities exist at both an educational as well as a research level, and from national as well as international perspectives and centers. IECAH unites considerable practical experience and knowledge from work for NGOs and other types of organizations active in the field of international cooperation.
With a clearly defined multidiscipline approach, IECAH's activities consist of four main branches: analysis, advice and consulting, teaching, and diffusion. Its main frame of reference is rooted in the necessity to explore the dynamics that generate present conflicts – both interstate as well as intrastate -; to determine the main characteristics of the tendencies and global challenges facing the international system of the post-Cold War period; to examine the different approaches to prevention and resolution of conflicts; and to evaluate and influence the responses of the international community with respect to development cooperation and humanitarian action.
From a geographic perspective, IECAH especially focuses on two regions of particular interest to Spain and the European Union: the Mediterranean and Latin America . However, this focus is not exclusive and other areas and regions certainly fall within the institute's scope of interest and research.
- To ensure that DRR is a national and local priority.
- To identify, assess and monitor disaster risks and contribute to enhancing early warning systems.
- To use innovation, education and knowledge in order to create a culture of safety.
- To reduce the underlying risk factors.
- To strengthen improvement actions effective response and recovery, from a local to a national level.
Our Policies in DRR are focused on the improvement of the knowledge on Disaster Risk Reduction (DRR) between the actors in cooperation for development in order to ensure that development processes are given in optimum safety conditions for civil society and infrastructure, and that the actions taken before a disaster promote development itself.
The analysis of the factors that cause disasters is a DRR focal point whose goal is to reduce exposure to threats and mitigate people's vulnerability, so as to improve the resilience ability that people have to face natural disasters. Moreover, the empowerment and involvement of stakeholders in DRR, political leaders, scientific and technical agencies, NGOs, private sector, government institutions and civil society is an important and focal point because it will be necessary at every stage of rehabilitation, reconstruction, prevention and preparedness.

allows stakeholders to inform the public about their work on DRR. The SFVC online platform is a useful toolto know who is doing what and where for the implementation of the Sendai Framework, which could foster potential collaboration among stakeholders. All stakeholders (private sector, civil society organizations, academia, media, local governments, etc.) working on DRR can submit their commitments and report on their progress and deliverables.
